BBB Connecticut offers tips for buying a used car

Growing number of consumers opting to trade-in gas-guzzlers for used vehicles

Wallingford, CT – September 4, 2008 – As Americans watch gasoline prices rise, consumers are moving away from their luxury cars and large SUVs for more fuel efficient vehicles. While some consumers are waiting for more hybrid cars to hit the showrooms and marketplace, others are buying what they believe are fuel efficient used cars.

According to Connecticut Better Business Bureau President, Paulette Hotton Scarpetti, it is time to remind people about an important checklist when shopping for a used vehicle.

“Information is power in the hands of a consumer. Used car buyers should learn all they can to save time and money, and prevent problems that can turn a good idea into a nightmare. If a consumer walks into a used-car lot uninformed, what was a good, money-saving idea could end up eating away the savings if the car is a lemon.”

There are several rules of thumb for used vehicle buyers relating to selection of a seller, selecting the car and financing. One of the most important is, if you have your eye on a particular vehicle, pay a trusted mechanic to inspect the car. The extra out-of-pocket expense may save you money down the road if major problems are discovered.

Connecticut BBB offers the following tips for used car buyers:

Do your homework: The Internet can be an invaluable tool for researching and comparing a particular vehicle’s reviews as a used car. Shop for a car that can deliver many miles on a gallon.

Give the car a once-over: A used car inspection can tell many stories about its history and reliability and always should be made in daylight, to ensure you can see any dents, paint defects cracks and other imperfections. Check the accelerator and brake pedal for signs of wear. If they are excessively worn on a car with “low mileage,” the odometer may have been tampered with to turn back the mileage. Also examine the ease with which windows, doors and the trunk open and close. Problems with these may indicate collision or body damage.

Test drive: If the car meets your standards, it is time to go for a test drive. Make a series of stops, starts and turns at different speeds. Drive over rough road and listen carefully for any noises such as clunking and rattling. Never purchase a vehicle without first driving it.

Know the law: If you are buying from a used car dealership, the Federal Trade Commission (FTC) Used Car Rule requires the dealer to post a window sticker disclosing terms of warranty, information on the availability of service contracts, a suggestion the buyer have the vehicle inspected and that the dealer put all promises in writing;

Many complaints to BBBs from used car buyers concern problems found during inspection, and they received only verbal promises from salespeople that the problems would be fixed. Because the commitments were not put in the written sales contract, however, the repairs were often not carried out and the customer was left with no recourse.

If the car is sold with a statement specifying the car is being sold “as is,” this means the consumer must pay for any repairs needed after purchase.

Shop around for financing: Go to several financial institutions with the seller’s proposed purchase and finance contract. This is when a high credit score can result in lower financing interest rates. Compare the annual percentage rate, required down payment and length of the repayment period.

Finally, don’t shop alone when selecting a used vehicle. A second set of eyes and ears can help you uncover any red flags about a particular vehicle, and improve your chances of making a purchase which will pay for itself in gasoline savings.

Novelist Blames Greed for Congo Humanitarian Crisis

Unadulterated greed created the world’s worst humanitarian crisis, according to the author of Heart of Diamonds, a novel about the Congo.

West Harrison, NY, September 02, 2008 — Unadulterated greed created the world’s worst humanitarian crisis, according to the author of Heart of Diamonds, a newly-released novel about the endless violence in the Democratic Republic of Congo (DRC). Author Dave Donelson says his fictional treatment of the Congo’s ongoing strife points to lust for the nation’s riches as the cause of over five million deaths since 1998.

“We shouldn’t even pretend that conflicting ideologies or ethnic rivalries are the causes of this crisis,” Donelson says. “Those are nothing more than convenient excuses for the looting and pillaging that threatens to destroy the DRC.”

In his novel, Donelson uses a diamond smuggling scheme to represent the fight for control of the DRC’s gold, timber, uranium, copper, coltan, and other natural resources. An intricate plot involving an American televangelist, the President of the DRC, and the White House reflects the convoluted relationships of the factions involved in the struggle. His heroine, Valerie Grey, is a TV journalist who uncovers the scheme and fights to expose it to the world.

Donelson believes that ethnic conflicts like those between the Tsutis and Hutus that spilled over from Rwanda and between the Hema and Lindu are fronts for war lords looking to control territory in the DRC where they can exploit natural resources. Many of those militias receive support—sometimes openly—from governments or rebel factions in neighboring countries.

“Heart of Diamonds is a work of fiction,” Donelson avers, “But it is based on actual events in the most deadly conflict since World War II.” The author says he drew heavily on news accounts of rape as a weapon of terror, child soldiers, widespread corruption at all levels of government, and the very sad plight of the hundreds of thousands of refugees from the violence that continues to wrack the nation.

Donelson is a freelance writer and photographer. Heart of Diamonds is his third book, but the West Harrison, NY, author’s first foray into the thriller genre. “I wanted to write something that captures the vibrancy and complexity of Africa, and a suspenseful adventure framed against the endless war in the DRC seemed like the perfect approach,” he says.

“Since I started writing the book, there have been glimmers of hope in the situation,” he points out. “But violence continues and hundreds of thousands of people are still suffering as refugees. Peace and prosperity are still a long way away.” He adds, “I hope Heart of Diamonds will help draw attention to the crisis.”

Heart of Diamonds was published by Kunati Books, named Independent Publisher of the Year at the 2008 Book Expo America.

Swimming UK – The Missing Piece in the Jigsaw

- Getting more children to learn to swim

Following the euphoria of Team GB’s success at the Beijing Olympics now has never been a better time to encourage young people to get more involved in sport and get active.  Swimming in particular is riding high as a result of double gold medallist Rebecca Adlington, so the Government’s £140 million investment to make swimming free for all by 2012 could not of been better timed, and should provide the much-needed catalyst to promote further active participation in swimming, not only for sport and London 2012, but for health, fun and safety reasons.  But will it?

As Local Authorities prepare the first stage of their funding submissions for the 15th September deadline, Steve Franks, STA’s Operations Director questions here if the Government has missed one fundamental piece of the ‘free swimming’ jigsaw by not understanding that swimming is unlike any other sport, in that it requires a person to learn a skill before they can participate.

The proposals to introduce free swimming form part of the London Olympics legacy plans to get 2 million people more active by 2012.  The important words here are ‘more active’.

Swimming is unlike any other sport. It is unique in that it requires a person to learn a skill before they can participate in the sport. Therefore, to encourage people to become ‘more active’ in swimming, more people need to be given the opportunity to learn how to swim.  The proposals under the £140 million free swimming programme have failed to address this fundamental point – learning how to swim’ is the missing and arguably the most important piece of this jigsaw.

Parts one and two of the funding allocation* only relate to free admission into public swimming pools; the STA would have preferred to have seen some of this money allocated to providing free or subsidised swimming lessons to enable those who can’t swim to also benefit from this programme. This could also have been matched with some type of imaginative grant aid scheme to enable individuals to access funding to train to become swimming teachers, therefore building on the potential to create a meaningful and sustained legacy. In essence, yes this funding will make those who can already swim more active; but sadly the Government appears to have missed an opportunity by failing to fully appreciate that the teaching of swimming is significantly different to the sport of swimming, and that the feeder pathway into the competitive swimming structure and/or a local swimming club is linked directly to a learn to swim programme. Without any learn to swim programmes there are no future swimming Olympians and therefore consideration should be given to allocating part of this funding to support more sustainable swimming teaching programmes and training of volunteer’s to encourage even greater participation in swimming, particularly from those who are unable to access the sport.

Already Local Authorities are beginning to expressed their concerns over the free swimming scheme, saying that if they sign-up for the funding, they could be left having to find a considerable amount of extra money to fund the scheme. One senior councillor even expressed his concerns publicly; speaking in the Shropshire Star, Councillor Peter Nutting, leader of Shrewsbury and Atcham Borough Council said:  “We’ve got to think about it comprehensively across Shropshire.  There are some opportunities, but also some difficulties.”  “I am really worried that the cost of actually implementing the scheme, which sounds a wonderful idea, will be quite expensive – between £200,000 and £300,000 annually across Shropshire.  That’s money that has got to come from the taxpayer.  It does seem another case of the government putting forward a scheme which looks good, but taking money away with the other hand.”

The announcement by government of £140 million sounds like a significant amount of money, and it is for swimming which should be applauded, however, it is so vitally important that this one opportunity for investment over the next four years is spent wisely and is used to break down the barriers to participation, and to encourage and help more people to learn how to swim so they too can benefit from the opportunities this investment presents – thus becoming ‘more active’.

2. *How is the £140 million funding being allocated?

Local Authorities are finalising their submissions for the first allocation of funding for the 15th September deadline, which will see the Government providing £15m each year between 2009 and 2011 to make swimming free for over-60s.  Local Authorities will be allocated funding according to the size of the local over-60 population.

A further £25m has also been set aside in the second allocation for the provision of free swimming for under-16s, and Local Authorities who choose to participate in making swimming free for over-60s will also be invited to submit an expression of interest in the under-16s scheme.

Allocations three and four will provide funds for the modernisation of pool provision with a total of £35m earmarked by the government. The third allocation will offer a one-off capital grant in 2008/09 to Local Authorities participating in the first two initiatives. Local Authorities will be awarded a share of £10m according to their geographic population make up.

The final allocation will provide £25m capital per year in 2009-10 and 2010-11 to modernise pool provision, and will be administered by Sport England on the government’s behalf.  Those Local Authorities committed to offering free swimming will be invited to submit their cost plans for the fourth allocation by mid-October.

Beijing Olympics Winning New York Artists Unveil 32 Foot Waterfront Sculpture

The Weisbeck’s award winning Olympic sculpture, The Celebration of Ren was conceived of as a 50 foot tall brush stroke, based on the Chinese pictograph, or letter, ren, which means people.

Honeoye, New York, USA, September 01, 2008 — Mark and Diane Weisbeck, the award winning husband and wife sculpture team and the only artists to represent both New York and the United States in the 2008 Beijing, China Olympics Landscape Sculpture competition, have unveiled a 32 foot tall brass and stainless steel public waterfront sculpture.

For the first time in the history of the Olympic Games, art has been an official category of competition. With 2600 international sculpture design submissions, only 8 finalists chosen by the Beijing Organizing Committee for the Olympic Games, were Americans. Only two were from New York. Winners of the prestigious “Excellent Works” Award, Mark and Diane Weisbeck have been creating modern products, art and sculpture since 1985. “It was an incredible honor to be the only artists to represent New York as well as the United States in the Beijing Olympics,” stated Mark Weisbeck. The Weisbeck’s award winning Olympic sculpture, “The Celebration of Ren” was conceived of as a 50 foot tall “brush stroke,” based on the Chinese pictograph, or letter, “ren,” which means people.

With a grant from the New York State Department of State, the Weisbecks were funded $70,000.00 to create the 2 and ½ ton “Water Spirits”. The public sculpture was unveiled in a ribbon cutting ceremony, on July 11, 2008, Rochester, New York, in which Diane Weisbeck was lifted 30 feet in the air with the help of a cherry picker bucket truck.

Water Spirits” took 9 months to construct. The two entwined, stylized human figures represent all people of the world in peace and unity. Together they hold aloft a modern version of an ancient water vessel; a symbolic tribute to the life giving, vital waterways of our planet. The monumental sculpture was dedicated to the citizens of Rochester, New York, USA.

Bruce LeBoss has over 40 years of experience in the electronics industry. He was an Editor for Electronic News, and also Electronics and Data Communications magazines.
