A report published by the Greater London Authority in 2002, scrutinising the cities preparations should a serious flood occur, highlights the poor state of London’s Victorian drainage and sewage systems.  The report concludes: “There is a whole class of urban floods not currently included in any systematic risk assessment and warning policy.
